Rule 64
Flight of aircraft can be stopped immediately
If the Government of Nepal or authority deems that it is not suitable to fly an aircraft in an area or place from a safety or other point of view, it may issue an order to stop any aircraft from entering, departing, flying or returning from such area or place.
